I don't want to hear spoilers, but this was just idle speculation, which I'm completely OK with.
I really don't think they're lying, but I do think they're writing this season to try and point the finger in a bunch of different directions.
The first episode seemed to indicate Rosalin, last week I thought they were laying it on pretty thick with Baltar. Then there's always the newly de-lobotomized Centurions.
The most interesting theory I've heard recently is that the 12th is someone who already died, which would sound ridiculous if not for Starbuck's experience...
